Is this considered as a laptop carry-on?
I am thinking about going to the Philippines and I just want to know if this laptop backpack is small enough to be considered as a laptop bag. I will be bringing a rolling carry-on bag along with this backpack.

regardless if it is small enough to be considered a laptop case, if you are only bringing a rolling suitcase you can still bring a "purse" so if its a little large to be considered as a laptop case it can be your "purse"
You're allow one piece of carry on luggage, and one personal bag. The personal bag can be a purse, laptop, or other small bag. A backpack is fine, as long as it fits under the seat.
